UNCBAA is spotlighting our members! We ask their favorite band memories, their role in the band and what they are doing today. Today, we hear from Kevin Bullard from the Class of 1997.

Q: What instrument did you play?
A: I played the trumpet and was also a drum major during my time in UNC Bands.
Q: What are you up to now?
A: I’ve been married to my wife, Cetelia, for nearly 25 years, and we’re proud parents to Max (22), Caitlin (18), and Kuria Joy (16). I serve as the Chief Leadership Officer for the City of Garland, Texas, the 12th largest city in the state. In this role, I coach the City Manager and other executive leaders while building a growth platform for the city’s 2,200 employees. I also serve on the boards of the Garland Chamber of Commerce and Hope Clinic. Additionally, I’ve spent nearly 25 years as a bi-vocational pastor, stepping into that role as opportunities have arisen.
Q: How did UNC Bands prepare you for what you are currently doing?
A: UNC Bands taught me the value of teamwork, leadership, and discipline. Being part of a musical ensemble required me to listen closely, collaborate with others, and perform at my best. These skills directly translate into my current role, where I lead initiatives, build connections, and work to harmonize different perspectives to achieve common goals.
Q: What is your favorite UNC Bands memory?
A: There are so many great memories, but my favorite has to be the first day of band camp in August 1996. The sophomores, juniors, and seniors were gathered inside 107 Hill Hall, while the freshmen were outside, waiting for their turn to enter the band room for the traditional “welcome to UNC Bands” experience. When the freshmen came in, we played several school songs, and the atmosphere was absolutely electric. Even now, I get goosebumps just thinking about it.
It was Jeff Fuchs’ first year as Director of Bands, and I remember him being moved to tears by the moment. I was caught up too—by the sound, the sights, the tradition, the pride, and the incredible honor of being drum major. That moment still moves me to this day, and I’m so grateful I got to be part of it. There’s truly nothing like standing in the middle of all that sound, reveling in being a Tar Heel.
Q: What is a fun fact about yourself?
A: A fun fact about me is that I serve as the Chaplain for the Garland Police Department. When I was younger, I dreamed of becoming a Secret Service agent, though I never pursued that path professionally. As Chaplain, I get to connect with both civilian and sworn staff—whether it’s during training, at the department, in the jail, dispatch, forensics, or out on patrol. I have to admit, I still feel like a big kid when I see myself in the mirror, wearing my uniform and badge. In many ways, it feels like “Little Kevin” is living out his law enforcement dream while doing work that genuinely brings me joy — building relationships, supporting the officers, and showing care.
